Myanmar’s political instability, border security concerns, refugee influx, and connectivity projects have renewed focus on India–Myanmar relations, highlighting implications for India’s Act East Policy, security interests, and neighbourhood diplomacy.

Syllabus Areas:

GS II - International Relations

Myanmar continues to remain politically unstable following the military takeover and prolonged internal conflict. The evolving situation has significant implications for India’s neighbourhood policy, especially due to shared borders, security concerns and connectivity projects.

Background

Myanmar occupies a strategically important position for India because it serves as India’s gateway to Southeast Asia under the Act East Policy. India shares a long land border of about 1,643 km with Myanmar through four Northeastern states — Arunachal Pradesh, Nagaland, Manipur and Mizoram.

Political instability in Myanmar has increased challenges related to border security, migration and regional connectivity.

Key Issues and Challenges
1. Security Concerns in Northeast India
  • Several insurgent groups operating in Northeastern states have historically used Myanmar’s border regions as shelters.

  • Political instability weakens border control mechanisms, increasing the risk of insurgent movement.

  • Cross-border trafficking of arms, narcotics and illegal goods remains a major concern.

  • Maintaining security cooperation with Myanmar is crucial for internal stability.

2. Refugee Influx and Humanitarian Concerns
  • Violence and military operations in Myanmar have led to movement of refugees into Indian border states, particularly Mizoram and Manipur.

  • Refugee management creates administrative, humanitarian and financial challenges.

  • Balancing humanitarian responsibilities with national security remains difficult.

3. Border Management Challenges
  • The India–Myanmar border is largely porous and difficult to monitor due to mountainous terrain.

  • Traditional Free Movement Regime (FMR) arrangements have enabled easier movement of border communities.

  • Growing security threats have increased demands for stronger surveillance and border infrastructure.

4. Connectivity and Strategic Projects

Myanmar is central to India’s connectivity ambitions.

Important projects include:

Kaladan Multi-Modal Transit Transport Project

  • Connects eastern Indian ports with Myanmar and Northeast India.

  • Intended to improve trade and reduce dependence on the Siliguri Corridor.

India–Myanmar–Thailand Trilateral Highway

  • Designed to strengthen economic integration with Southeast Asia.

  • Supports India’s Act East Policy objectives.

Political instability has slowed implementation and increased project risks.

Strategic Importance for India

Myanmar holds significance for India due to:

  • Gateway to Southeast Asia

  • Counterbalance to external influence in the region

  • Energy cooperation opportunities

  • Maritime importance in the Bay of Bengal region

  • Strengthening regional integration

India’s Approach: Strategic Balancing

India has adopted a pragmatic approach by:

  • Maintaining engagement with all stakeholders

  • Continuing development projects

  • Supporting democratic processes without complete diplomatic isolation

  • Prioritising security cooperation

This reflects India’s broader neighbourhood policy of balancing strategic interests with democratic values.

Way Forward
  • Strengthen border infrastructure and surveillance systems

  • Accelerate connectivity projects

  • Expand humanitarian cooperation mechanisms

  • Enhance coordination with ASEAN partners

  • Promote long-term political stability through diplomatic engagement

Myanmar’s stability is directly linked to India’s security, connectivity and regional ambitions. A balanced approach combining diplomacy, development and security cooperation will remain critical for India’s neighbourhood strategy.
