Pratibha Setu
What is Pratibha Setu?
- Full Form & Origin: Standing for Professional Resource And Talent Integration – Bridge for Hiring Aspirants, this initiative is essentially a re-branded and enhanced version of the earlier Public Disclosure Scheme (PDS), which first began in 2018
- Purpose: To act as a talent bridge, enabling UPSC-qualified candidates—those who cleared prelims, mains, and even interviews but weren’t included in the final merit list—to connect with potential employers from both government and private sectors.
Who is eligible?
- Target Group: Over 10,000 candidates across UPSC exams, including CSE, IFS, CAPF, IES, ISS, Combined Geo-Scientist, CDS, and Combined Medical Services.
- Criteria: Individuals who have successfully passed all stages of the respective UPSC exams but did not obtain final recommendation in the merit list.
How the platform works
For candidates: No proactive registration—platform includes all eligible individuals who are willing to be considered.
For employers:
- Verified Central government departments, PSUs, autonomous bodies, and private firms can register on the portal.
- They receive login credentials and can access candidates' biodata (qualifications, interview ranks, contact details) with explicit candidate consent
- The portal features tools for shortlisting, wish-listing, and selection/rejection feedback, making recruitment seamless
Scope & Impact
- Offers a "second gateway" to success for aspirants deemed “almost as meritorious as selected candidates”
- A rich talent pool: Over 10,000 pre-vetted, high-calibre candidates, ready to be utilized in key roles across public and private sectors
- Contributes to efficient talent optimization, reduces loss of skilled manpower, and supports broader national capacity-building .
UPSC & DoPT’s role
- Platform is maintained by UPSC, under the broad guidelines of the Department of Personnel & Training (DoPT).
- DoPT originally launched PDS, and UPSC has now expanded it into Pratibha Setu
