SVAMITVA Scheme
Prime Minister Narendra Modi said six crore property cards under the Centre’s SVAMITVA scheme have been distributed in all the villages of the country. It could unlock economic activity worth ₹1.80 lakh crore .
The Prime Minister was addressing an event to distribute over 65 lakh property cards to property owners in over 50,000 villages through video conferencing.
What is the scheme?
- The acronym SVAMITVA stands for Survey of Villages and Mapping with Improved Technology in Village Areas . It aims to provide a "record of rights" to those having houses in rural areas and issue them a property card .
- The plan is an integrated, all-purpose land titling system under a GIS-based mass approach .
- The scheme was launched by PM Modi on National Panchayati Raj Day, April 24, 2020 . Distribution of property cards began on October 11 of that year .

Nodal Ministry: The Ministry of Panchayati Raj (MoPR) is the Nodal Ministry for implementation of the scheme.
What is the benefit of the card?
The property cards offer rural residents official proof of ownership , enabling them to use their property for financial and economic purposes .

The first pilot phase covered six states :
- Haryana
- Karnataka
- Madhya Pradesh
- Maharashtra
- Uttar Pradesh
- Uttarakhand
- In the second phase , the scheme was expanded across India, aiming to survey over 6.62 lakh villages . The project is implemented by the Survey of India in partnership with state revenue departments .
- The property records and maps are available in digital form , leading to better planning, tax collection, and reduction in land disputes .
- The scheme also paves the way for creation of accurate land records for rural planning.
Future roadmap
- The scheme also helps in the elimination of encroachments, ease of transactions, and smoother credit access .
